China property investment continues to slow, sales improve
*Investment in the property sector rose 5.1 percent year on year to 3.23 trillion yuan (528.21 billion U.S. dollars) from January to May, the National Bureau of Statistics (NBS) announced.
*In the January-May period, investment in residential housing posted an increase of 2.9 percent from the same period last year to 2.16 trillion yuan, down from the 3.7-percent growth registered in the first four months.
*Sales volume of commercial housing rose 3.1 percent year on year to 2.44 trillion yuan in the first five months, a decline of 3.1 percent was also posted for the first four months.
*The total floor area of sold commercial housing reached 359.96 million square meters by the end of the first five months, down 0.2 percent from the previous year.

BEIJING, June 11 (Xinhua) -- Investment growth in China's property sector continued to slow in the first five months of the year, while sales volume of commercial housing increased, official data showed on Thursday.
Investment in the property sector rose 5.1 percent year on year to 3.23 trillion yuan (528.21 billion U.S. dollars) from January to May, the National Bureau of Statistics (NBS) announced.
The growth narrowed from the 6-percent increase seen in the first four months, underscoring lingering weakness in the sector.
China's property market took a downturn in 2014 under the accumulative effects of measures to curb the overheated sector. The cooling trend has continued into 2015, with both sales and prices falling, and investment slowing.
In the January-May period, investment in residential housing posted an increase of 2.9 percent from the same period last year to 2.16 trillion yuan, down from the 3.7-percent growth registered in the first four months.
Sales volume of commercial housing rose 3.1 percent year on year to 2.44 trillion yuan in the first five months, a decline of 3.1 percent was also posted for the first four months.
The total floor area of sold commercial housing reached 359.96 million square meters by the end of the first five months, down 0.2 percent from the previous year. The drop narrowed the 4.8-percent decline registered for January to April.
Sales of commercial housing have picked up recently, with home prices in bigger cities posting obvious growth, said NBS senior analyst Wang Baobin. Market expectations have improved and home buyers' confidence has strengthened, thanks to a string of easing policies, Wang said.
The central government has announced a series of supportive measures this year, including lower down payments and tax exemption for some home purchases.
The central bank has cut the benchmark interest rates three times since November. The reserve requirement ratio (RRR), the amount of cash banks are required to hold as reserves, has also been cut twice this year.

*China Southern Power Grid (CSG) has spent 2.8 billion yuan (458 million U.S. dollars) on better facilities including new power nets, voltage transformers and ultra-high voltage transmission lines.

For travelers, a visit to the region of mountains, lakes and the famous Shangri-la tourist destination, might be some sort of fun, but for those who live here, the unreliable power supply was a major headache. Power outages in some areas could last from morning till evening.
The local power company used to frequently schedule power cuts due to repairs, but the situation has improved markedly in the last decade. China Southern Power Grid (CSG) has spent 2.8 billion yuan (458 million U.S. dollars) on better facilities including new power nets, voltage transformers and ultra-high voltage transmission lines. The time of outages have declined by more than 78 percent and more than 7,000 locals who previously had no access to electricity are now plugged in.

China produces less early rice in 2015

BEIJING, Aug. 21 (Xinhua) -- China produced slightly less rice in the first harvest period of the year compared to 2014 due to a shrinking planting area, but the yield per hectare increased, official data showed on Friday.
The country produced 33.69 million tonnes of "early rice," that planted in spring and harvested in early summer. This was a decrease of 320,000 tonnes, or 0.9 percent from a year earlier, the National Bureau of Statistics (NBS) said.
China's early rice planting area for this year stood at 5.72 million hectares, 1.4 percent less than last year, with yield per hectare rising 0.4 percent to 5.89 tonnes.
Senior NBS statistician Hou Rui attributed the increase in yield to favorable weather and local authorities' support to farmers in seeds, pest control and other fields.
Early rice is mainly planted in eight central and southern provincial regions: Zhejiang, Anhui, Fujian, Jiangxi, Hubei, Hunan, Guangdong and Guangxi.
Rice is a staple food in China, and its total grain output consists of three parts -- early rice, summer grain and autumn production. Autumn grain crops, which include corn and middle- and late-season rice, account for the bulk of the grain production.

JINAN, Aug. 21 (Xinhua) -- Listed Chinese airlines have begun reporting eye-watering rise in half-year profits, largely due to cheaper fuel.
In a filing to the Shanghai Stock Exchange Friday, Shandong Airlines said it revenue rose 2.69 percent year on year in the January-June period, but its net profit were up by 364 percent.
In mid the month, China Eastern Airlines reported annual revenue growth of 3.9 percent, but its net profit soared to 3.56 billion yuan (557 million U.S. dollars) from 14 million yuan a year ago. Hainan Airlines recorded a 0.77 percent increase of revenue, while net profit grew 231.92 percent. ' Listed airlines that have yet to file mid-year reports have said in earnings forecast that their profits are expected to soar.
China Southern Airlines was expected to make a U-turn: it lost a billion yuan for the first half of 2014 but will up to 3.6 billion yuan this half.
Air China, the national flag carrier, expects its profit to increase by over 700 percent.
Cheap fuel was cited by the airlines as a major reason for the improvement. "Fuel prices fell 37.6 percent on average. Fuel consumption rose 13.2 percent, but costs dropped 29.4 percent," said China Eastern Airlines.
Stronger air travel demand also played a role. Passenger and cargo transport rose 12.5 percent and 6.6 percent year-on-year, respectively.

BEIJING, Aug. 24 (Xinhuanet) -- It is extremely difficult to find an empty room at the Beijing offices of Toutiao.com, a mobile news application.
With more than 800 technical staff, nearly every chair and desk is taken as employees constantly update the popular app, which features headline news, show business, sports and social media issues.
Launched in 2012, Toutiao has 290 million registered users and 27 million regular readers each day. When it started, the organization had just 20 staff but has been growing at a frantic pace since then.
"Whether they are in the subway or on trains, as long as our customers have their smartphones, they can access news and other information via our app," Lin Chufang, vice-president in charge of marketing at Toutiao, said.
Last year, the company received 100 million U.S. dollars in another round of financing from Sequoia Capital, which is run by legendary Chinese investor Shen Nanpeng, and Weibo, the Twitter-like online platform in China that is listed in New York.
Shen also has a stake in Ctrip, the largest online travel agency in China, while Sequoia Capital is a major venture capital firm and a key investor in DJ-Innovations, or DJI, the largest commercial drone manufacturer in the world based in Shenzhen, Guangdong province.
With investors like these, it is hardly surprising that Toutiao, which means "Headline Today" in English, has taken off after an initial round of investment back in 2012. It is now valued at 500 million U.S. dollars.
But then, a key element of Toutiao's business plan was to splash out on copyright content from 1,000 media companies in China as well as partnerships deals with thousands of freelance journalists for video clips and news items.
"With mobile phones, people can read the latest news in a more efficient way," Zhang Yiming, founder of Toutiao.com and head of the app's parent company Beijing Bytedance Technology Co Ltd, said. "It so much easier now."
While Toutiao has yet to release detailed financial figures or media contract fees, the privately owned company has increased advertising revenue and is now breaking even. But it still has no plans to branch out into providing original content as the company does not have a full time team of journalists in place.
"We will stick to being a news platform," Zhang said. "That is what we do best."
The success of Toutiao illustrates the problems that mainstream media firms, such as newspaper groups, face when trying to stabilize revenue in a changing landscape dominated by online rivals.
Last month, a report published by the China Internet Network Information Center showed that news apps were only second to instant messaging players, such as WeChat and QQ, both part of Tencent Holding Ltd, when it came to online traffic. More than 459 million people clicked onto news apps by the end of June, roughly 77 percent of the Internet users in China, according to the Beijing-based CNNIC, a government-backed industry body.
"The number of those who access news via smartphones has grown 10.6 percent in the first half of this year, compared with the 6.4 percent of instant messaging users," the report highlighted.
But despite breakneck growth in the sector, industry insiders have warned that many of the new news kids on the block might struggle to stay afloat.
Already major social networking apps, such as WeChat and Weibo, are beefing up their news coverage and attracting online readers from media startups.
"Unlike the personal computer-based Internet era, in which news was gathered by major portals, such as sohu.com and sina.com, the mobile online industry has produced a wide range of apps in an extremely competitive market," Tao Jingqi, director of research at Talking Data, an Internet data service provider, said.
Last month, a survey released by Talking Data reported that the penetration rate of news apps among mobile Internet users was about 60 percent, lower than CNNIC's 77 percent.
"This is a mature market and will continue to grow steadily," Tao said. "But I don't think we will see a dramatic increase in the sector."
Her views were echoed by Li Senhe, chief executive officer of Zaker, a mobile news app, which collects content from other websites through copyright deals and employs nearly 200 staff.
This allows users to build their own magazine based on individual interests. "The days when you just launched a news app and users rushed to download it are gone," Li said.
Indeed, the marketplace has become as crowded as a subway train during rush hour.
Dozens of news apps have sprung up in China. They range from those rolled out by established newspaper and magazine companies to online portals and media providers, such as Toutiao and Zaker.
In this melting pot, apps run by traditional online sites are dominating the Internet media scene, but that could be changing. "Apps designed to provide news to individual tastes are now showing great potential," Tao, of Talking Data, said.
Tencent, which has the largest market share in the news app industry through its own dedicated portal, Tencent News, has already made significant moves to tap into this trend.
With 250 million active daily users, the company plans to radically update its service. "Personalizing our content will be an important part of the apps development," Wang Yongzhi, editor-in-chief at Tencent.com, said.
Finding a niche in the market will be crucial for news apps if they are to survive.
At Zaker, Li has worked hard to cultivate a distinctive brand since setting up the company in Guangzhou in 2011 with the help of 10 million U.S. dollars in investment.
Today, Zaker has 12 million daily users and the majority of them are from first-tier cities in China, such as Beijing, Shanghai and Shenzhen. Most have at least a college degree, drive a car, buy luxury brands and travel extensively, according to company data.
"Eventually, each player will cover a specific group of users and provide news and content in line with their demand and taste," Li said. "That is what we are doing."
Toutiao is moving in a similar direction. Big data, a broad term for processing vast amounts of complex statistics, which can be boiled down into market and consumer trends, will be vital in working out the right strategy.
The company already uses 4,000 servers to crunch the numbers and will add another 2,000 by the end of the year.
"We first analyze all news content, label it and sort it by keywords," Lin, vice-president at Toutiao, said. "Then we analyze our users and match the content to their tastes."
This in turn should help drive customized advertising by matching the right brands with the right consumer, Wang Shicong, an analyst at Analysys International, pointed out.
"Advertisers are looking for a target audience and big data can do that," Wang said.
In January, Analysys International reported that the online advertising market in China grew 53.5 percent last year to 153.52 billion yuan compared to 2013. It predicted that the sector would grow to 319 billion yuan by 2017.
Zaker, which has yet to release detailed financial figures, generates most of its income from advertising.
But CEO Li is looking to expand the company's revenue base. In June, Zaker launched a range of new services, including online movies and travel packages.
"The news app sector cannot live happily ever after through advertising income alone," he said. "We have to explore new models and opportunities to grow in the future. You have to stay ahead of the pack."

China allocates more education funds

《证券日报》记者从宁波证监局了解到,今年4月下旬,宁波江北警方成功破获一起涉案总金额达3000余万元的网络投资交易平台诈骗案。犯罪嫌疑人郝某以“私募基金公司”为名,利用所谓的“内幕消息”实施诈骗。
据介绍,这家所谓的私募管理公司组织严密,有专人主要负责公司的整体运作,专人负责审核员工的业务量以及项款到账、专人管理“话务员”。“话务员”每天的工作就是给“潜在客户”打电话,并对外扮演“专业操盘手”、“老师”的角色,给股民分析大盘,推荐股票。
“话务员”在给“潜在客户”打电话的时候,也是非常“贴心”。他们不急着让“潜在客户”掏钱,而是先免费给“潜在客户”推荐股票。等到客户缴纳13800元“会员费”和20000元“保证金”“入会”之后,公司就派所谓的“专业操盘手”、“老师”出面荐股。在“话务员”的“循循善诱”下,股民投钱进入股市,最终却发现,公司推荐的股票似乎并不给力,搞不好甚至血本无归。
2015年4月下旬,宁波江北警方成功破获这起涉案总金额达3000余万元的系列性网络投资交易平台诈骗案,抓获犯罪嫌疑人80多名。经查,所谓入会合同的公司名称和在上海的办公地址,均“查无此事”,工商部门也没有相关的登记信息。
宁波证监局表示,当前,社会公众对于投资理财的关注度和参与度都大幅提高。在此情况下,社会上各种私募基金、各种名义的高收益产品、荐股软件推销等层出不穷,广大投资者面对各种投资机会,一定要有理性的判断,才能避免上当受骗。

China's property investment loses more steam in H1

BEIJING, July 15 (Xinhua) -- China's property investment continued to soften in the first half of this year, putting the sector, once a growth engine of the economy, under greater pressure.
Real-estate investment rose 4.6 percent year on year to 4.4 trillion yuan (708.8 billion U.S. dollars) in the first half of 2015, the National Bureau of Statistics announced Wednesday.
The increase was 3.9 percentage points slower than that in the first quarter.
In the first half, investment in residential housing climbed 2.8 percent from the same period last year, slowing from 5.9 percent recorded in the first quarter.
New housing construction stood at 674.8 million square meters, plunging 15.8 percent from a year earlier, with construction on new residential houses diving 17.3 percent by area.
Sales of commercial housing went up 10 percent year on year to 3.4 trillion yuan.
China's property market took a downturn in 2014 due to weak demand and a surplus of unsold homes. The cooling has continued into 2015, with both sales and prices falling and investment slowing.
The central bank has moved to combat the slowdown, cutting benchmark interest rates and lowering banks' reserve requirement ratio.
The country also eased down payment requirements for second-home purchases at the end of March, and some local governments have rolled back their restrictions on home purchases.

Investment in manufacturing contracted 8.4 percent to $20.8 billion, or 30.5 percent of the basket. However, foreign input in advanced manufacturing bucked the trend. Funds flowing into telecom equipment manufacturing and chemical manufacturing rose 231 percent and 71.9 percent respectively during the period.
The European Union directed $4.08 billion into China in the first six months, up 13.7 percent year on year. But the United States cut its investment by 37.6 percent to $1.09 billion, partly due to a high comparative base.
In June alone, China's foreign direct investment rose 0.7 percent to $14.5 billion, moderating from May's 7.8 percent.
Meanwhile, China's outbound direct investment rose 29.2 percent to 343.2 billion yuan in the first half, with funds flowing into 4,018 overseas companies in 147 countries and regions.
The pace compared with the rate of 47 percent in the January-May period.
Investment in the ASEAN countries nearly doubled during the period, while more than $7.05 billion was directed to 48 countries involved in the "Belt and Road" initiative.
Shen Danyang, a spokesman for the commerce ministry, said that China remained a target in trade disputes in the first six months as the country was involved in 37 cases raised by 14 countries and valued at $3.5 billion.
"Although the number of cases and the overall value reduced, China remained a major victim of trade disputes, and more of these cases are now related to high-tech or high-value-added sectors," Shen said.

BEIJING, Aug. 17 (Xinhua) -- China is racing against time to build high speed rails as annual investment targets are still far from completion, shedding light on its needs to shore up growth.
With authorities seeing new infrastructure as crucial in driving growth, the central government said at the start of 2015 that 800 billion yuan (about 125 billion U.S. dollars) should be invested in creating 8,000 km of new railway track this year.
In the first half, 2,226 km of track were put into service, thanks to 265.1 billion yuan of investment. Though this funding was up 12.7 percent from the same period last year, it still leaves China with a lot of ground to make up if it is going to meet the full-year targets,
The launch of China's northernmost high-speed railway on Monday offered some encouragement. The Heilongjiang Province trip from provincial capital Harbin to Qiqihar City was reduced from three hours to 85 minutes.
Arguably more significant, however, was the start of work six days earlier on the first high-speed railway to be constructed under a PPP, which are based on partnerships between government and private companies. Passengers can look forward to the line linking Jinan and Qingdao in east China's Shandong Province being finished within four years.
Local governments will raise 80 percent of the 60 billion yuan needed for the Jinan-Qingdao line. The remainder will be private capital.
Outside of rail, the PPP model will be widely used in infrastructure projects approved by the National Development and Reform Commission.
Jiangsu Province announced 186 PPP projects on Sunday, with investment totaling 343.55 billion yuan. The funding is focused on areas including affordable housing, gas supply and transportation.
Earlier this year, the state planning agency released a list of more than 1,000 proposed projects totaling 1.97 trillion yuan in sectors including transport, water conservancy and public services.
Transport took the lion's share of the investment, as first- and second-tier cities are keen on expanding rail transit facilities while smaller cities want to improve their roads.
"Underground utility tunnels will be a new arena for infrastructure investment and they should attract more policy support from the government," said Liao Mingbing, an analyst from China International Capital Corporation Limited, the country's first joint investment bank.
"If China builds 8,000 km of underground utility tunnels each year at the price of 120 million yuan per km, it means about 1 trillion yuan of investment," according to Chen Zhenggao, minister of housing and urban-rural development. Chen is eyeing that investment also spurring spending on steel, cement and machines, and therefore acting as a new driver for economic growth.
A UBS report last week said China's "ongoing property downturn will subtract another 1.5 percent from GDP growth this year," and to offset the headwind, "the government is working on multiple fronts to fund and facilitate implementation of public investment, including using policy banks, activating fiscal deposits, launching PPPs... and reducing various credit constraints."
"There is also a need for additional infrastructure investment in some areas including railways, urban public transport, urban utility networks, water and environmental related projects," according to the report.
